The true surprise comes from the United Kingdom. Its first world place reflects the dynamism of its cultural policy
in particular for the originality and the quality of the many exposures suggested to the public. 

London, thanks to the dynamism of its museums, the great houses of auction and its many private gallery, 
is the true cultural capital of Europe, position occupied a long time by Paris. 

France lost its first position by idleness, the country has the artists and the museums but nothing is animated or so badly…
Has to too much want to preserve private interests and “the worthy institutions ”, the Republic, with the behavior
of great monarchy, is largely exceeded by an active and dynamic parliamentary monarchy.
